Devenue reine au décès de son père, le roi George VI, le 6 février 1952, Elizabeth II participe à sa première ouverture de la session du Parlement britannique dans la Chambre des communes, le 4 novembre suivant. Au cours de celle-ci, elle prononça son premier discours du Trône.
Au cours de son long règne de 70 ans, Elizabeth II ne prononcera pas ce discours qu’à deux occasions : en 1963 lors de la grossesse de son quatrième enfant, le duc de Wessex Edward et cette année 2022, pour des raisons de santé.

La REINE, assise sur le Trône, en présence de ses officiers d’État (les lords étant en robe), ordonna au gentilhomme huissier du bâton noir, par l’intermédiaire du lord Grand Chambellan, de faire savoir à la Chambre des communes: « Sa Majesté se réjouit de la recevoir immédiatement en cette Chambre . »
Qui étant venu, avec leur Président:
Le Lord du Sceau Privé (conformément aux dispositions de la Loi faite la première année du règne du roi George V, intitulée «Acte pour modifier la forme de la déclaration que doit faire le souverain lors de l’adhésion») a administré à Sa Majesté la Déclaration mentionnée dans ladite Loi, et Sa Majesté a fait, signé et répété ladite Déclaration comme suit:
« Moi, Élisabeth, je professe, atteste et déclare solennellement et sincèrement devant Dieu que je suis une fidèle protestante, et que je maintiendrai et maintiendrai, selon le véritable but des lois qui assurent la succession protestante au trône, lesdites lois au mieux de mes pouvoirs, conformément à la loi. »
Et ensuite, Sa Majesté a eu le plaisir de s’exprimer comme suit :
« Mes Seigneurs et Membres de la Chambre des Communes :
« En cette première occasion où je m’adresse à vous en personne en tant que votre Reine, j’exprime ma gratitude pour la sympathie qui m’a été témoignée, ainsi qu’à ma famille, par toutes les parties du Commonwealth. Par son dévouement désintéressé à ses fonctions de Souverain, mon Père a donné un exemple que je m’efforcerai constamment de suivre. Je suis bien sûr que Mes peuples partout M’accorderont la même loyauté et la même compréhension qui l’ont toujours soutenu au service de Son peuple.
« J’attends avec un grand plaisir de réaliser à la fin de l’année prochaine Mes espérances longtemps chères de visiter, en compagnie de Mon cher Époux, Mes peuples d’Australie, de Nouvelle Zélande et de Ceylan.
« Je prie avec ferveur pour qu’un armistice rapide soit arrangé en Corée. Tant que cela n’aura pas été fait, la participation continue de mes forces à ce conflit témoignera clairement de l’attachement sincère de mon gouvernement aux idéaux des Nations Unies.
« Mes Ministres sont déterminés à approfondir toujours plus cette coopération avec les autres membres du Commonwealth et avec l’Empire colonial qui doit être la clef de voûte de notre politique. A cette fin, ils ont invité les Premiers Ministres du Commonwealth à se réunir ce mois-ci pour discuter des problèmes cruciaux de la finance, du commerce et de la politique économique.
« Mon gouvernement continuera à participer pleinement aux travaux de l’Organisation du Traité de l’Atlantique Nord en tant que rempart de la défense occidentale et incarnation des aspirations communes de la Communauté atlantique. Au sein de cette Communauté et par tous les autres moyens, ils s’efforceront de maintenir les relations les plus étroites et les plus amicales avec le gouvernement et le peuple des États-Unis d’Amérique.
« Le but de mon gouvernement sera de renforcer l’unité de l’Europe. Ils travailleront en étroite association avec nos voisins d’Europe occidentale et apporteront tout l’appui possible à leurs efforts pour resserrer leurs liens les uns avec les autres.
« Mes Ministres continueront à œuvrer pour la conclusion d’un Traité d’Etat autrichien et pour un règlement juste et équitable du problème de l’unité allemande.
« Des mesures actives seront prises pour renforcer les liens d’amitié et d’échanges mutuels qui existent de longue date entre le Royaume-Uni et les pays d’Amérique latine.
« Le projet de schéma de fédération en Afrique centrale fera l’objet d’un examen plus approfondi. À cette fin, mon gouvernement a invité les trois Gouvernements centrafricains à une nouvelle conférence à Londres en janvier.
« Mes Ministres poursuivront le réarmement de Mes Forces et le développement de l’Organisation de Protection Civile, en tenant dûment compte de la nécessité de maintenir la force et la stabilité économiques.

« Mes ministres encourageront tous ceux qui sont engagés dans l’agriculture, les mines et l’industrie à coopérer pour accroître l’efficacité de la production et ainsi produire à moindre coût les biens nécessaires à l’intérieur et aux exportations.
« Dans l’intérêt de l’emploi et du niveau de vie de mon peuple, mon gouvernement persévérera dans les mesures visant à freiner l’inflation et à réduire la lourde charge des dépenses publiques.
« Un nombre sans cesse croissant de maisons seront construites dans le cadre du programme de mon gouvernement.
« Des projets de loi vous seront présentés pour la réorganisation de l’industrie sidérurgique et pour prévoir des changements dans l’industrie des transports.
« De nouvelles mesures seront promues concernant les lois d’aménagement du territoire de 1947, la pension de retraite des collectivités locales et la date de dépôt des nouvelles listes d’évaluation des cotes.
« La question de l’approvisionnement en électricité en Ecosse fait l’objet d’un examen attentif en vue d’une législation.
« Un projet de loi sera déposé pour apporter certaines modifications dans le cadre des lois sur l’instruction publique à la loi concernant les écoles volontaires.
« Mon gouvernement continuera à soutenir l’industrie de la pêche. Un projet de loi vous sera déposé pour fournir une aide financière à la construction de navires de pêche.
« Des propositions vous seront faites pour améliorer les prestations de maternité du régime d’assurance nationale et également pour la modification ultérieure de la loi sur l’assurance nationale (accidents du travail).
« Mes ministres proposeront une extension des lois temporaires existantes sur la propriété à bail en Angleterre et au Pays de Galles et en Ecosse et chercheront une occasion de faire connaître leur politique à ce sujet.
« D’autres mesures vous seront présentées en temps voulu.
« Je prie pour que la bénédiction de Dieu Tout-Puissant repose sur vos conseils. »

The QUEEN, being seated on the Throne, and attended by Her Officers of State (the Lords being in their robes), commanded the Gentleman Usher of the Black Rod, through the Lord Great Chamberlain, to let the Commons know, « it is Her Majesty’s pleasure they attend Her immediately in this House. »

The Lord Privy Seal (pursuant to the provisions of the Statute made in the First Year of the Reign of King George the Fifth, intituled « An Act to alter the form of Declaration required to be made by the Sovereign on Accession ») administered to Her Majesty the Declaration mentioned in the said Statute, and Her Majesty did make, subscribe, and audibly repeat the said Declaration as follows:
« I, Elizabeth, do solemnly and sincerely in the presence of God profess, testify, and declare that I am a faithful Protestant, and that I will, according to the true intent of the enactments which secure the Protestant succession to the Throne, uphold and maintain the said enactments to the best of my powers according to law. »
And afterwards Her Majesty was pleased to speak as follows:
« My Lords and Members of the House of Commons:
« On this first occasion when I speak to you in person as your Queen I gratefully acknowledge the sympathy which has been extended to Me and My Family from every part of the Commonwealth. By His selfless devotion to His duties as your Sovereign My Father set an example which it will be My constant endeavour to follow. I am well assured that My peoples everywhere will accord Me that same loyalty and understanding which ever supported Him in the service of His peoples.
« I look forward with deep pleasure to fulfilling at the end of next year My long cherished hopes of visiting, in company with My dear Husband, My peoples in Australia, New Zealand and Ceylon.
« I earnestly pray that in Korea an early armistice will be arranged. Until this is accomplished the continued participation of My Forces in this conflict will be clear proof of My Government’s whole-hearted attachment to the ideals of the United Nations.
« My Ministers are determined to make ever closer that co-operation with the other Members of the Commonwealth and with the Colonial Empire which must be the keystone of our policy. To this end they have invited Commonwealth Prime Ministers 3to meet together this month to confer on vital problems of finance, commerce and economic policy.
« My Government will continue to take their full share in the work of the North Atlantic Treaty Organisation as the bulwark of Western defence and the embodiment of the common aspirations of the Atlantic Community. Within that Community and in every other way they will seek to maintain the closest and most friendly relations with the Government and people of the United States of America.
« It will be My Government’s aim to strengthen the unity of Europe. They will work in close association with our neighbours in Western Europe and give all possible support to their efforts to forge closer links with one another.
« My Ministers will continue to work for the conclusion of an Austrian State Treaty and for a fair and equitable settlement of the problem of German unity.
« Active measures will be taken to strengthen the long-standing ties of friendship and of mutual trade between the United Kingdom and the countries of Latin America.
« Further consideration will be given to the draft scheme for federation in Central Africa. For this purpose My Government have invited the three Central African Governments to a further conference in London in January.
« My Ministers will continue the rearmament of My Forces and the development of the Civil Defence organisation, with due regard to the need for maintaining economic strength and stability.

« A steadily increasing number of houses will be built under My Government’s programme.
« Bills will be laid before you for the reorganisation of the iron and steel industry and to provide for changes in the transport industry.

« Proposals will be made to you for improving the maternity benefits of the National Insurance Scheme and also for the further amendment of the National Insurance (Industrial Injuries) Act.
« My Ministers will propose an extension of the existing temporary Acts on leasehold property in England and Wales and in Scotland and will seek an opportunity of making known their policy on this subject.

« I pray that the blessing of Almighty God will rest upon your counsels. »
